The regular meeting of the CMRCC was held at the Carmel Mountain Ranch Branch Library on November 9, 2005. Joetta Mihalovich, chair, called the meeting to order at 6:34 pm. Official business was conducted as reported below.

Approval of Minutes
Minutes from 10-12-05 meeting were approved.

CMRCC Business
San Diego Police Department: Officer Paul Lennon reported:
· Counterfeit $100 bills are being spread in the San Diego region. Secret Service agents are trying to catch counterfeiters who have been bleaching $5 bills and reprinting them as $100 bills.
· On Twin Trails Drive in Rancho Penasquitos, a couple came home from vacation to find intruders in their home. The intruders had gotten in by finding spare keys that the homeowners had left. Police have one person in custody. Officer Lennon said that it is important to not leave spare keys where someone may find them.
· A commercial vehicle stopped an 11 year old child on Tivoli Park Row in Carmel Mountain Ranch and attempted to solicit the child to take pictures. Officer Lennon said that it is important for parents to know what their children are doing on the internet, and to check the internet history.
· An officer stopped a car on Black Mountain Road and apprehended the driver, who had a $1.5 million murder warrant out of Los Angeles.

Councilman Brian Maienschein’s Office: Courtney Smith reported:
· Councilman Maienschein is working to secure funding for a Shoal Creek pedestrian bridge. $1.2 million has been received from the federal transportation bill. A consultant will soon be hired to make designs, which will be presented to the community boards, and public notices will be given. The design process should take about one year. Construction is expected to begin by January 2007.

· Last Thursday Councilman Maienschein attended the Grand Opening of the new USE Credit Union in the Oggi’s Center in Carmel Mountain Ranch.

CMR Fire Station:
· There are a number of steps people should take to prevent accidents in the kitchen. To prevent grease fires, ovens and stoves should be kept clean. If a fire does occur, shut the oven door or put a lid on a pot. Don’t use water on a fire – have a fire extinguisher and be familiar with it. Always have a lid and an oven mit available. Be conscious of loose clothing which could catch on fire. Keep kids out of kitchens. Have handles of pots point to the sides and back of the stove. Don’t piggy back surge protectors – use only one per outlet and plug it directly into the outlet. Don’t store things in the microwave. Avoid use of candles if possible.
· To avoid chimney fires, use natural wood rather than pressed logs, as pressed logs can leave a residue in the chimney.
· Keep Christmas trees watered so they don’t dry out and create a fire hazard.

San Diego Planning Department: Jennifer Cordeau reported:
· Council Policy 624 calls for Standard Operating Procedures for community planning groups. All community planning groups will have 18 months to update their bylaws. A shell will be created that groups can work from. The shell is expected to be available next month.

Chair’s Report: Joetta Mihalovich reported:
· The Cypress Greens project was approved. Anyone wishing to appeal has 10 days to appeal to the planning commission.

· The Carmel Mountain Ranch community website is located at http://www.neighborhoodlink.com.

· Evergreen Nursery plans to put up a Christmas tree stand on the corner of Highland Ranch and World Trade, as in previous years.

· A Planning Department workshop on transit system analysis will be held on November 17th from 6pm-8pm in Mira Mesa.

Presentations
Carmel Mountain Ranch Country Club: Charles Sirois reported:
· Membership has increased among Carmel Mountain Ranch residents.

· The Country Club is working on addressing maintenance issues, including preparing for rains by clearing out gutters and drains.

· Mr. Sirois has been attending meetings of sub-associations in the community to discuss homeowner’s concerns such as maintenance issues.


Public Comment
· Homeowner John Neighbors asked how to resolve the issue of degraded fencing along the golf course. Joetta Mihalovich advised that the homeowner’s association should be contacted, since part of the fence is owned by the HOA and part by Walter’s Management.

Action Items
· Kelly Bingham resigned from the Community Council.
