The regular meeting of the CMRCC was held at the Carmel Mountain Ranch Branch Library on February 8, 2006. Joetta Mihalovich, chair, called the meeting to order at 6:32 pm. Official business was conducted as reported below.

Approval of Minutes
Minutes from 02-08-06 meeting were approved.

CMRCC Business
San Diego Police Department: Officer Paul Lennon reported:
· Several cars have been broken into lately. Most of these cars have had items in plain view. It is important not to leave items in plain view in your car.
· 10 units in a business center in Rancho Bernardo were broken into in one night. None of these businesses were alarmed. Alarms may be useful in preventing this type of crime.
· A stabbing took place on March 7th on the 9800 block of Carmel Mountain Road, near Stater Brothers. This happened during an altercation between 2 people who knew each other. The victim was taken to the hospital with a puncture wound to the elbow and a slash to the chest.

Councilman Brian Maienschein’s Office: Britney Rankin reported:
· The chain link fence located on the corner of Ted Williams Parkway and Shoal Creek Drive is due to a water leak. The Homeowner’s Association tried to find the source by digging a hole, and was not able to find the source. The city determined that the school’s pipes were leaking. The Homeowner’s Association is responsible for filling the hole and removing the fence.

· A community meeting regarding joint use of Miramar as an airport was hosted in Scripps Ranch. Some community groups have made and voted on resolutions regarding their positions on joint use of Miramar.

· Councilman Maienschein’s Vision Plan to protect 11 thousand acres in the San Pasqual Valley is in progress. Directives are planned to be finished by the end of this year.

· The Pomerado West Bernardo bridge will be closed for 9 months starting on Friday, due to a Caltrans project. Drivers will be able to go north coming from Pomerado, and south from West Bernardo, but will not be able to drive across.

· Councilman Maienschein will host a punch and cookies event to discuss whatever topics people are interested in. It will be held on April 26 at 5:30. The location has yet to be determined.

San Diego Planning Department: Jennifer Cordeau reported:
· All community planning groups are required to update their bylaws to comply with city council policy by April 2007. A template for formatting has been emailed to planning group chairs.

· Community Planning Group agendas will be posted on the City’s website.

· A Planning Commission workshop will be held on March 16 to discuss the General Plan. The meeting will be broadcast online.

· A Community Orientation Workshop will be held on April 29.

Assemblyman George Plescia’s Office: Andrew Lund reported:
· This is the last week to finalize four bond proposals for the June ballot. Assembly Republicans, including Assemblyman George Plescia, propose a plan that has no bonds.

· Assemblyman Plescia has been elected to be assembly Republican leader for the rest of his term.

Chair’s Report: Joetta Mihalovich reported:
· The Cypress Greens project appeal was denied, and the project is moving forward.

· Britney Rankin is working on having the sidewalks along Rancho Carmel Drive repaired.

· The corner of Carmel Mountain Road and Camino Del Norte has been re-landscaped.

· A Greening the City event will be held on March 15 at Liberty Station.

· The San Diego North Chamber of Commerce awarded $1000 to the CMR/ Sabre Springs recreation center as a result of funds from the street fair.

· A SDG&E Powerlink meeting will be held on March 20th at the Doubletree from 9:30am to 12:30pm.

Presentations
Shea Homes: Jim Kilgore reported:
· Mr. Kilgore thanked the board for support at the planning commission meeting to discuss the Cypress Greens project.

· The appeal has been denied, and the project approved, with some last minute concessions. Shea Homes will include 3 affordable housing units as well as paying a fee to the city. Two buildings closest to the Southwest corner have been moved, and a tot lot has also been moved. Conditions of approval will be available next week from the city council.

· Grading of the Cypress Greens project is likely to begin in April. Trenching of models should begin in September, and the close of first units is expected in February/ March 2007.

Cricket Communitcations/ Meridian Telecom: Franklin Orozco reported:
· Meridian Telecom is bringing a new wireless service, Cricket Wireless, to San Diego. They plan to put a wireless facility at the clubhouse in Carmel Mountain Ranch. This will provide wireless coverage to a 1 mile radius. The site is expected to be built later this year. It will use an existing structure, which is the flag pole in front of the country club. The antennas will be mounted inside a new pole which will be 9” in diameter and 5 feet taller than the existing pole. A small operating cabinet will be located behind the clubhouse behind an existing fence. The cabinet will be 2x3x5’, and will occupy a 6x8’ space on the ground. Lattice fencing and landscaping will be placed around the cabinet to hide the cabinet. A sound engineer will be sent out to make sure noise codes are followed. The equipment has been tested, and sound proofing can be added if needed. CiteSafe, an independent company, will make sure the site follows FCC guidelines regarding emissions. They have already used modeling to predict emissions in all accessible surrounding areas. Test results indicate emissions on the roof are about 20% of what is allowed for people working on the roof, and on the ground and farther from the roof levels are below zero. The site will have no effect on radio and television in the area.

Carmel Mountain Ranch Country Club: Charles Sirois reported:
· Mr. Sirois strongly believes the cell site won’t have any impact on the community, and will provide desperately needed revenue for the clubhouse, which has lost $90,000 in the last few months.

· Due to conversations with homeowners Bob and Judy Merry, who are concerned about trucks parking along the streets of Carmel Mountain Ranch, the clubhouse may offer a maintenance lot as parking for trucks. The lot is a 1.5 acre of space between Ted Williams Parkway and Highland Ranch.

· Increasing rounds of golf have been played due to decreased rains. Bookings for the clubhouse are up. The clubhouse is hiring a consultant to give more ideas about ways to improve revenue.

Action Items
· Cricket Wireless project in Carmel Mountain Ranch: #42-6039. Nup Process Two for a wireless communication facility consisting of a replacement 35” high flag pole concealing 3 antennas located in front of the CMR Golf Club House at 14050 Carmel Ridge Road. Associated equipment is proposed in existing fenced area. John Pedroarena made a motion to approve. Vern Snyder seconded the motion. The motion was approved by unanimous vote.

· Elections: up for re-election are Cyndie Bradley, Vern Snyder, Diane DeBerry, Ray Lish, Laurie Marcus, Michelle Kepler, Joe Dutra, and Joetta Mihalovich. Phil Bell made a motion to re-elect these members. Dave Booher seconded the motion. The motion was approved by unanimous vote.

· Cypress Greens Project: Phil Bell made a motion that the board approve the revised plans for the project as presented tonight. Vern Snyder seconded the motion. The motion was approved by unanimous vote.

Public Comment
· Homeowners Bob and Judy Merry presented pictures of the landscaping on the corner of Carmel Mountain Road and Camino Del Norte. Mr. Merry stated that after 7 years, landscaping on the corner is almost completed. The Merrys were very pleased with the results of the landscaping. Mr. Merry also stated that there is a problem with trucks parking along the streets in various areas of Carmel Mountain Ranch, such as near Costco and Home Depot. He believes a possible solution may be to utilize a maintenance lot offered by the clubhouse.
