Kachina actually "pushed" us to spend saying that we needed to spend the money. At the time, all of us were new to an HOA and had never been board members. We all figured that Kachina had our best interest in mind....guess not. Kachina never met with any of us, including me, the treasurer, to go over finances. They just provided a copy of the fianancial report showing how much was in our accounts and the current budget. They never asked for or got official approval from the board or treasurer to spend outside of the budget guidelines and we were not informed when it took place. We were all SHOCKED when they handed us our "check" for the total amount after closing our accounts when we switched companies.
As far as Oasis goes, they also provide a financial report but Mary and I go over them frequently and she provides a treasurers report that explains any and all overages. I do not review the line by line items unless I see or suspect a discrepency...which I have in several occasions. Mary does a great job at answering my questions regarding our financial situation and spending. I do not "audit" our accounts nor am I or any other board member present when it is done. It should be done once a year and Oasis has not been with us for a year yet, but when the time comes, they will or should farm it out to an independent company to do that. Contrary to what many think, Oasis does a pretty good job...in my opinion. And I havn't had any problems with them. Just a few speed bumps here and there, but that is to be expected.
