Stop for school bus?

Does anyone else notice this...when I am driving east on Memory Lane and the school buses are unloading on the north side of the street and their STOP signs are displayed and flashing, no other cars except mine will stop. Cars buzz past me and around me no matter what lane they are in. Westbound cars are more apt to stop because they are ''behind'' the bus stop. What's up with this?
Another concern is crossing eastbound at the Bristol light....cars in the rt. turn only lane going straight through the intersection against the signs, dangerous to cars lawfully crossing. Also, why is every car approaching Memory Lane & Flower before 9AM turning right (against the posted rule)??? Are the police aware of this? They used to sit at Flower St. and ticket every car turning illegally...now we see no police. Why?

Never mind, I just found the answer to my own question in the California DMV Handbook (see the last paragraph at the end (this is news to me :-)...

When you come upon a school bus stopped on either side of the road with flashing red lights, you must stop. The flashing red lights are located at the top front and top back of the bus. Schoolchildren will be crossing the road to or from the school bus. Remain stopped as long as the red lights are flashing. Failure to do so is a violation of VC ?§22454. You may be fined up to $1000 and your driving privilege could be suspended for a period of one year.

You need not stop if the bus is on the other side of a divided or a multilane (two or more traffic lanes in each direction) highway.
