Cheyenne Mountain State Park


The Board is continuing its negotiations with CO. State Parks on its Memorandum of Understanding concerning the changes to the master plan for the new park. It is hoped that the final memorandum will be completed shortly.

The issue of open fires in the park is still a great concern to us. NORAD has opposed the use of open fires in the park and has met with CO. State Parks to voice their concern. Also, our District 3 City Councilmember, Jerry Heimlicher has also contacted CO. State Parks to voice his concern. So far, there is no change in any positions by CO. State Parks. Our Board is meeting to discuss our next steps.

It is expected that the park will open for limited trail use this fall, with construction of the main roads and infrastructure late fall or early winter. Development of the campground and picnic areas is scheduled for 1 ?½ to 2 years.


Cheyenne Mountain Fire Mitigation Plan


Recently the Colorado Springs Fire Department updated their interactive maps for Wildland / Urban Interface Safety for the remaining neighborhoods on Cheyenne Mountain. No surprise to us that Cheyenne Mountain is considered either a high hazard or extreme hazard fire zone.

With the use of open campfires in Cheyenne Mountain State Park and the move by State Farm Insurance to advise homeowners to participate in fuels reduction on their properties, the Association has undertaken the project to complete the Cheyenne Mountain Fire Mitigation Plan. The four elements of the plan are Fuels Reduction / Reduced Response Time / Evacuation Plans / Pre-Positioning Fire Equipment. The Association has met with Colorado Springs Fire Department and is coordinating its efforts with them. More information will be available later.

JL Ranch Project

The City Planning Department recently received comments from various city agencies and our Association on the first 2 phases of the JL Ranch project. The most important items concerning this project are that the City will require the developer to complete the Broadmoor Bluffs extension to NORAD Road as the first work item to be completed. Other important items include the relocation of the Chamberlin Trail to the eastern portion of the parcel, away from the homes on Daltry, Ravenglass and Lambrig as well as the donation of about 40 acres of open space to the City. The City Parks Dept. is expected to develop a portion of this area for a park. The Association has asked the City Planning Dept. for an opportunity to participate in the planning process for this new park.


Soaring Eagles Development Project

Planning continues on the project, with environmental studies now underway. YWAM is considering developing its remaining parcel south of the Soaring Eagles Development project and is speaking with N?’orwood Development about the possibility of planning residential lots.


Las Casas Condo Project

The builder has obtained his building permit and construction has begun on the stalled condo project behind Safeway. The builder recently met with the neighboring Broadmoor Downs HOA to review the project and to establish a line of communications throughout the project. The first item of work is to complete the retaining walls and sitework. The first phase will consist of the clubhouse and first condo building. Remaining buildings will be added as demand grows.


Eckert Drugstore Project


The owner of the commercial parcel at the corner of Broadmoor Bluffs Drive and S. Academy Drive has proposed a zone change to allow the construction of an Eckert?’s Drugstore. The owner has proposed an entrance on Broadmoor Bluffs Drive opposite the Safeway entrance.

The City Planning Dept. is opposing the zone change due to traffic concerns on Broadmoor Bluffs Drive and to keep heavy commercial uses confined to areas east of Broadmoor Bluffs Drive. A neighborhood meeting has been tentatively scheduled for June 18, 2003. Confirmation will come at a later date.
