We are dealing with the same problem. We have two apartment houses in front of our home.
In one apartment house, the tenants routinely honk their car horns in the street in front of their apartment to alert their family members they are home so that the family members can shuffle their cars around to make room for the one arriving and honking to park. This is an everyday occurance. The person arriving is always on the phone and honking his horn at the same time. It is unbearable to be listening to this honking going one everyday. These people are from the Middle East and they don't seem to care that they disturbing surrounding neighbors.
The second apartment house, I am told by my neighbors that have been here longer than myself, they have drug dealers who are selling drugs to their clients who come
around 24/7 to buy their drugs. This second apartment house attracts cars all day and night. The visitors honk their horns for the dealer to come out and bring the drugs to the car. Virtually, everyone who drives up to this apartment house honks their horn to get the attention of someone living in one of the apartments.
Oh, I almost forgot to mention the illegal street vendors who get away with selling
their homemade concoctions out of a push cart they push around the neighborhood. Some drive old mail type vehicles selling fruit and vegetables . They also blow their horns aggressively to get the attention of the neighbors who buy from them on a regular baises. These people don't even have a business license. What can we do about these out of control occurances? Quiet enjoyment seems to be a thing of the past. Respect for neighbors seems nonexistant today. Where is the City of LA in all this rucus?
