Our neighood in Cleveland, TN was quiet until a short while back, we had some hillbillies move in with a teenager who has a 4-wheeler. He starts it up every evening aound 8, just when  most people are finishing dinner and settling in to relax. Several neighbors have complained to the cops, they've come out and warned them but to no avail. Today he started revving it up around 5:30. I'm a writer and had just sat down to work on a book that is way past deadline. Needless to say, I can't concentrate with that noise right outside my window. Another thing, their driveway is not paved and it stirs up dust so no one can sit on their porch or work in their yard. Why are some people so stupid. Evidently they've lived in the country and don't know any better but now they're in the city, you'd think they'd notice they're the only ones making noise.
