Dogs running lose in area

What ever came of the discussion about dogs running the neighbor without being on a leash? I know there was I know there was a lot of discussion about this problem when the Postal Worker was attacked by a dog but since then things have gone back to the way they had been. Lately there has been a large dog that has been jumping my fence and coming into my backyard after my dog. I felt my dog was safe in my fenced yard and now I find it isn't so. This problem has been mentioned to the owner of this dog but they do not care and will do nothing. I have called Animal Control to come get the dog but before they get here the dog is gone. Fearing that this dog will hurt or kill my dog, what am I allowed to do to this animal when it comes on my property. It saddens me to punish or possibly hurt the animal because the owner is irresponsible but I will not allow this animal to hurt or kill my dog. How should I take care of this? Please advise.
You can get a humane trap

You can get a humane trap from the Animal Welfare dept (you pay a small deposit which is refunded to you when the trap is returned) (it is just a cage with a self closing door on it) and once the dog is inside, call animal control to come and pick it up or deliver it yourself to the Animal Welfare office.

Either the owner will pay a fine for letting the dog run loose or the dog will be given the opportunity to live with a more responsible owner (or worst case scenario...euthanized).

There is a dog that runs around my street almost daily and, although not vicious, it poops in my yard pretty often. There is a also an unfixed tomcat that is knocking up an unfixed female that is going to make that trip if I can catch him. There have been at least 2 litters of kittens born from these two in the last 6 months and there are five sickly kittens living under and around my house right now that will also have to be taken to the pound.

Animal ownership is a responsibility and if the owners are irresponsible they don't deserve to have pets.
