1. The meeting was called to order at 7 PM, June 26, 1998 in the Community
Meeting Room, Falcon Division, 7850 Goddard Street, Colorado Springs, CO.

2. Attendees:

3. Introduction: James Stewart opened the meeting and welcomed all
Committee Members.

a. The first order of business was to consider adoption of the revised By-Laws which were presented at the previous meeting. The By-Laws were approved as written by the Committee members.

b. The second order of business was to consider adding new members to fill the two vacancies. William A. Farrow's resume was distributed to all members and Mike Denham spoke on his behalf; Billy Farrow was approved as a new member. Three candidates will be considered at the next meeting.

c. Two committee members applied for positions on the Liquor and Beer Licensing Board. There were five candidates interviewed by City Council members to fill the one vacancy; our members were not selected for this opening however they remain strong candidates for the next openings.

4. Presentations:

a. Ms. Mora Fiedler gave an excellent presentation on the Grants Program within the Police Department. She presented an in-depth background of available grants from the national, state and private levels; and the process for applying for the grants. Mora outlined some of the recent grants to include $1.2 million to develop a Demonstration Center to include a Case Management System. She also offered to help with any projects we have and to return again at another meeting.

b. Mr. Marcus Bailey's presentation fit perfectly with Mora's discussion as Marcus is establishing the Case Management System during the next 18 months. Eventually all Patrol Officers will have a laptop computer for electronically filing their reports and for making on the spot inquiries. Twenty of the new computers will initially be used in the Training Academy and all Patrol Officers will be trained on the entire system. Marcus also discussed his other projects which includes getting ready for 4h% e!r 2000 computer problems.

c. Captain Ownbey briefed the members on a new statistical data base which provides a report listing criminal activities by level of concern, with 5 week trends, within a specific grid. The report is used to identify the location of the top problems and helps to effectively use available Police Department resources. It will also be provided to Committee members and to the Neighborhood Watch Block Captains.

d. At the request of the Committee Members, Sergeant Driscoll presented data on Police Salaries and Benefits. It appears that our Police Department ranks far below other cities.

5. Closing: James Stewart closed the meeting at 9:15 PM. The next meeting will be held Thursday, August 27, 1998 at 7 PM in the Community Room, Falcon Division, 7850 Goddard Street, Colorado Springs, CO.
