I will do my best to respond to your questions - time permitting. I'll try to get back to you on remaining questions.
Regarding assessments. State law provides the guidelines regarding how property assessments are done. Each individual county assessor does make his or her own laws. The Broomfield city council has consistently lowered the City's mill levy when property assessments increase to match the property tax revenues prior to an increase in assessments. Regarding school districts, they will be forced to do the same thing because TABOR provides that school district revenues can not exceed certain amounts.
It should also be noted that state law requires equity in assessments between commercial properties and residential properties. This law has had the effect of lowering residential property assessments. Before the subject law, both residential property and commercial property were assessed at about 30% of market value. Now, commercial property is still assessed at about 29% or 30%, but residential property is assessed at about 9%. The state's projections are that the assessment rate for residential property will decrease even further.

You are wrong again. You and I need to discuss this. Assistance for School District 12 has nothing to do with the City and County. Broomfield has a services expansion fee on all new residential development. This was approved by Broomfield voters. 50% of the fee is to be used to assist with new or expanded school facilities. SEF revenues generated in the Adams County portion of Broomfield are being used to assist School District 12. This would have been the case regardless of the city/county matter.
I've already discussed the benefits to Broomfield citizens from the IGA with Boulder County. I would like for you to look at both sides of the ledger sheet.

I will share with you that I have contacted every office I could think of in the state; and they did NOT offer the clarity you have on the subject. Not one offered the clarity between residental and commercial as you have. You see, BWW, we can help each other; I now have an answer for my neighbors when we discuss this. Thank you for clarify to me the direction that will be taken to determine my assessment value.
