My name is Greg Scott and I am volunteering to be elected to a position on the Covenants Committee. I have an analytical background as an environmental scientist and understand real estate issues as a landlord and feel that I have a lot to contribute to this community.

I have lived in EPE since 1995 and served on the Covenants Committee from 1996 ?– 2003, being chair of the Committee the last five years of that term. I am committed to a strong HOA that follows its own rules and to a Covenants Committee that uniformly enforces the Covenants and I have a realistic perception of the threats to our community from overdevelopment.

Recently, I fought the inappropriate development of the Hagan lot (former Retterer lot) on Lee Rd. I researched the Jeffco files, prepared the Letter of Appeal (available on the HOA website under Discussion Forums), organized a team of people to canvas our neighborhood to collect the appeal application fee and sign petitions in opposition, and then made a one-hour presentation of the appeal before the Jeffco Board of Adjustment on April 4, 2007 with the HOA Board. Although that appeal was not successful, it revealed important information about the very significant threat we face from our own Jeffco officials (it is not a level playing field). I have the audio transcript of those proceedings and would be happy to share them with the community at a future meeting.

I have also been elected by you as an Auditor for FY2005-2006 and am working with CeeCee Mullen on an Audit Report to be released before the election in draft form. We looked not only at the strict financial accounting, but also at adherence to the Bylaws for related process and procedure and have many recommendations to offer.

The risks of overdevelopment to our community are very real and will challenge our ability to enforce our Covenants in the near future and beyond. I feel that my analytical background and prior Covenants experience make me uniquely qualified to serve on the Covenants Committee and I ask for your vote at the upcoming election.

Is This How to Nominate

Will this constitute a nomination for the 5/24 election? Or does a 3rd party have to make the nomination to make it official? Do you know if the Board will make any acknowledgment of nominations?

Nomination process

The Covenants are silent on election process, except that Committee members must be elected by a majority of lot owners at a meeting of owners. The Bylaws (Sec. 2.09) only address nominations at a meeting, but don't address 1st party vs. third party nominations. Kay's email announcement said the website was available for nominations and I have used that vehicle for my announcement.

I think that if one is going to run for office, the best way to announce it is in the most public place possible. The statmenent on the website by the Board that nominations be made via the private email addresses of the President and Secretary (who is resigning) suggests a screening process for nominees, which would be inappropriate since there are no candidate eligibility criteria in either the Covenants or Bylaws.

Of course, there is always the option of nominations at the election meeting, but that doesn't allow the voters any opportunity to get to know the candidates. I think we need all the candidates we can get and that none should be discouraged. Let the people vote and decide.
