City's East-West Mobility Study

I've just completed the presentation of Bucher, Willis & Ratliff in response to the City's request for bids. They seem adequate.
My concern is the City's question to designers for E-W movement. We have many very adequate E-W streets beginning about 1930. The difficulty lies in that the next planners choose a differing route to 'extend' routes. I am wondering if the question is the problem, not the selection of designers or builders!
Why can we not undertake this simple type of endeavor locally? Are numbers generated in Kansas City more effective than using our own calculators? Do we not have a strong community leader who, at least occasionally, drives E to W? What is the mystique about spending CS tax dollars outside of CS?
