Community Action for Barnes-Mill Neighborhood, Inc (CABN) was founded as a response to a proposal in January 2005 to rezone the Jessie Lackey Fennel property one block west of Eastern Kentucky University from Single-Family Residential to a Planned Unit Development.

Community Action for Barnes-Mill Neighborhood is a coalition of residents and property owners who are interested in promoting a healthy and stable neighborhood through positive community interactions, strong neighborhood networks, education about neighborhood problems and opportunities, and positive action on behalf of the neighbors and our neighborhood environment.
CABN is dedicated to maintaining the quality of life in the community by empowering citizens through educational opportunities and by providing resources to preserve livability in the Barnes Mill area for future generations.
We view this grassroots organization as an opportunity to gain a voice in the governance of the community and to share information and resources with other neighborhoods for the benefit of the Richmond community. As CABN continues to develop, it is our goal to advocate for neighborhood quality of life issues and work with the Richmond City Government and its agencies to ensure a collective neighborhood voice in decision making.
