Information about graffiti removal

As you may or may not know, Clean and Safe Services (a subsidiary of Downtown Visions) holds the contract to remove the graffiti for the City of Wilmington (Downtown Visions removes it in our Downtown operating boundaries as part of the assessment paid by the parcel owners).The following is an outline of the procedures for reporting and removal process of graffiti
1. All graffiti must be reported to the Mayor's Office of Constituent Affairs - 302.576.CITY (2489). We are not authorized to remove the graffiti without a work order form the City.
2. Constituent Affairs creates a work order and we remove the graffiti. We take before and after photos and forward any suspected gang graffiti to WPD.
3. Due to large volume of water used in the process, graffiti removal cannot be performed if there is a danger of temperatures falling below freezing. This equates to a mean temperature of 40 degrees or higher. To wit: since the New Year we have had one day of removal.
4. Precipitation prevents us from removing graffiti, as it stops the chemical from adhering to the spray paint.
5. Windy conditions prevent us from removing graffiti, as the chemical is applied by a sprayer, and removes all the paint it touches (i.e. cars, trucks, etc.).
