To BBW: Public Participation

Let me clarify my understanding of the directions of participation in a city council meeting; direct from the web page of the City of Broomfield:

Directions for citizen comments:
Under this section of the meeting citizens of BF have an oportunity to comment on items not on the agenda. This is the time for residents to ask about something involving the city; or to request that the City Council consider making or changing a policy.(Not on the web..Comments are limited to 3 minutes)
City Manager's Report: City Manager reports on amy adminsistraative items which the City Council may need information on.

This is valid for two reasons in reference to the County:
First mention of 1998 ballot issue: 02/24/98, City managers report: City Council directed staff to proceed with the procedures to initiate the ballot question for November 1998 election.

This was not part of the agenda. This action was part of the city managers report..are we to assume this is an "administrative item which the council may need information on?" Why is this not part of the agenda?

03/10/98 City Manager's report: City Manager reviewed his 03/09/98 memorandum sent to council. Manager indicated his intention as a private ciitzen to file the language with the Colorado Legislative Council for City and County of Broomfield ballot.
Again, is this an administrative item which the council may need information on?
Is this on the agenda? Hell no. Was either decision made public on the agenda so that citizen input may be viable? No. Who, besides the council and the city managerment even knew that a county ballot was being considered?

To Curious

Welcome to the shock factor. With all the influx into Interlocken; one would assume we could at least hold value. I am Ward one, Boulder county, and yeah, appraisals for re-sale and re-financing are showing a downward trend; especially the last year. The other thing that started last summer is that homes are really selling slowly. Before we used to count the days it took to have "for sale" sign marked sold, now we count the months and there are open house signs (never had to deal with these on every corner before). I should tell you the area was once considered desirable (views of either the Flatirons and/or Long's peak from most properties; not far from open space and Eagle Trace golf course.

Reason #1 --Who cares

Uniformity of election procedures. Perhaps the 22. 9 % voter turnout in the just completed election is more an indication of voter discouragement than procedural methods which voters must be aware of; at any rate unless you live in Weld county; there are, literally, dozens of polling places available in Broomfield; most within walking distance of a precinct. If I were BF council I would certainly challenge why only 11% voted in Adams county; which is quickly becoming the most populace area of our city.

Reason #2: Give me a break!!

Your answer that this is one of the most important reasons for pursuing a county........I was not born on a different planet!! Everyone knows we will offer no more than a referral center for human services; that this is a county function that will be OUTSOURCED TO THE AGENCIES NOW FULFILLING THE FUNCTION IN EACH OF THE FOUR COUNTIES. In the second feasibility study; the mumbers currently seeking these services were not high enough to justify a full time in county staff; granted this and other services will now be more expensive to the taxpayers of BF; total estimates for ALL outsourced services including the fire, ambulance, human services AND senior center were estimated to be $700,000 higher than we currently pay for these services. Even the human services coordinator, hired with much fanfare; is a TEMPORARY POSITION, on loan from the state, to set up an OUTSOURCED department.
