Disadvantages?
1. A greater span of control and oversight for city council and city manager will strain city council and manager duties.
2. The greater span of control and oversight for the city council places too much power in the hands of a few individuals.
3. Cost of new facilities and departmental transitions are too difficult to estimate
4. Client populations have been estimated. Because counties don't keep data broken down according to city limits, research data may be under counted.
5. Siting of jail could be contentious and impact specific neighborhoods.
6. Broomfield would be inheriting the cost of human service delivery as state and federal resources are dwindling.
7. Broomfield's location in four of the state's largest counties is often beneficial in matters of state and federal policy making and legislative actions. Such benefits may not continue when the conolidation into a city/county take palce.
8. Increased governmental competition could result when Broomfield annexes property in the future, taking property tax revenues from the county of origin. Adjacent counties from which tereitory is annexed under the new city/county designation would be finanically impacted increasing the competitive environment.
9. Small counties may not be cost effective. Broomfield would be the 15trh largest county in the state; however, in some instances, such as public health and judiciary, it is more cost-effective for services to be provided on a regional or multi-jurisdictional basis.
10. A state-wide campaign to promote the contitutional amendment is costly. The city is legally prohibited from participation in such a campaign.
11. Approval for the city/county amendment for Broomfield could set a precident for other entities within multiple counties to seek the same remedy. Costs to the state could be problematic.
