Such a development is what FRI and Councilmen Chaney and Griffith are strongly opposed to, but would have no ability to prevent. Therefore, they are strongly encouraging us to coordinate with our surrounding communities and with SWH so that we may have some control on what is being built in our neighborhood. SWH currently has a contract pending with the landowner for purchase of the site, with plans to build 150-168 apartment homes for seniors only. 80% of the apartment homes will be restricted to at or below 60% of the Dallas County Median Income, and the remaining 20% will serve tenants at market rate rents. Residency would be restricted to tenants aged 55+, with no more than 2 tenants allowed per apartment unit. All applicants would be screened to ensure they meet SWH?’s stringent requirements of past rental history, stable employment (unless retired), established credit history and clean criminal background.

In their 10-year history of building and development, SWH has maintained ownership and management control of all 43 properties in their portfolio. They are one of the largest affordable housing developers in the Southwest, dedicated to building high-quality apartment homes that enhance the surrounding communities. SWH?’s demographic studies of our area have shown a need for senior housing, and their overall portfolio operates at approximately 97% occupancy with a very low turnover rate. A straw poll of the 75 attendees during the Feb. 28 Town Hall Meeting resulted in 66 votes in favor of the Senior Housing project. FRI has now asked each of the neighborhood associations in the surrounding area to determine their official positions regarding the proposed development. Each association board will submit letters stating their positions to Councilman Chaney?’s office. The letters will then be presented to the Texas Department of Housing and Community Affairs (TDHCA) to communicate the FRI collective position regarding the development. TDHCA will consider the collective community position during their review of SWH?’s Tax Credit Application. TDHCA will make their decision on whether or not to grant the tax credits to SWH and then award the Project Reservation in July or August. Should SWH be granted the tax credits, they plan to begin construction in March 2005, with first resident occupancy projected for December 2005.
