The Enterprise is wrong. I wish Broomfield had a local newspaper as good as the Westminster Window. The Enterprise is owned by the Boulder Daily Camera. Enough said.

Thank you for your response. I did not know that COP's could be insured, I thought they were a type of lease purchase agreement, so I guess I do not understand why they need to be insured unless it is only during the interim when the buildings are catorgized as "work in process."

I understand that the City must look at expansion regardless of whether they become a City/County. It is my understanding that BF is only at a little over 1/2 projected buildout. Obviously this will strain existing facilities if they are not allowed to grow.

My concern with the cop's is that this is the same type of financial instrument used by Orange County California and they went bankrupt. I reviewed some of the documentation available on line and the courts ruled that they may not gain bankruptcy protection.

I have reviewed BF's financials and the City does look very strong, my fear is over leveraged debt on a booming economy. I am concerned that in this boom cycle we may not be adequately looking at product mix/expansion in the 21st century, which is what occurred in the 80's.

I also have the hunch that the internet will play a bigger and bigger part in the paperless office and will basically begin eliminating the need for shopping malls, and white collar offices. However, I do see expansion in blue collar jobs. I fear we may again see empty buildings in the future as this new tech age continues to develop.

It is a shame that I will probably never know who you are as you have placed a stipulation for the message board here that I doubt anyone will correspond to.

You have no dignity; so how can you dignify anything? Anyone who tries to project their problems onto someone else; is only magnifying their problem. Paranoid.

I am quite confident in my identity and my relationships. Are you?

My suspicion is this: you refuse to answer the questions for the exact reasons I post them; these actions could cause a state investigation into the activities of the BF leadership; and what a story that would be for the Post, News, Enterprise and Camera; the Governor, all the TV stations. Afraid, paranoid?

For further information on COPS; try infoseek.com search engine; and enter financing through certificates of participation. There are stipulations here; and the Orick files are especially interesting since this group were the "pioneers" in California. Additionally there is government regulations and stipulations listed under the sba piece; although it is not all SBA.

To come closer to home; Boulder has used COPS as a financing option; that information is also on line. If you have been following Boulder's financials for the last couple years; this may be of interest to you.
