Duntreath Park Phase I & II HOA

I have a backyard fence in desperate need of replacement.  Please advise as to who is responsible for paying for the repairs.  I was told years ago that it was the person who had the smooth side facing their property.  Seems as though the adjoining neighbors should share the cost of replacement.  I didn't see anything in the city ordinance concerning which neigbor actually "owns" the fence.  Any info regarding this is appreciated.   Please reply to jacobs_deb@hotmail.com
