Association History

East Eaton Wash Neighborhood Association has has been active sporadically for many years. Starting in 2005 we have had an ongoing association of neighbors helping each other and lobbying the city to preserve and improve our neighborhood.

Neighborhood History

The southern portion of the neighborhood was settled in the very early 20th century primarily by Mexican immigrants.  As the neighborhood was first established it was known as Barrio Neuva, "The New Neighborhood", distinguishing it from the area further south which had already been developed.   That area further south, south of Foothill, was once known to some as Chihuahuita. There was also an area known as Titleyville which was adjacent to Titley Avenue.  Mr Titley subdivided and sold many of the original lots.   In 2010 the last of Titley Ave was eliminated as Kinneloa was put under the freeway and routed over Titley instead of its historic path further west.  1915 maps show Titley Ave also extended north of Foothill and what is now Avocado Lane was part of it.  Then probably in the early 20's the northern portion was eliminated as Fremont elementary school was located on the corner of Santa Paula and Foothill, where PCC-CEC is now.  (Although at that time, Santa Paula may have been named "Central")

In the early part of the 20th century the northern part of our neighborhood was a vineyard. The wash was a normal stream rather than a concrete channel.
The vineyard had been abandoned for some time before Las Lunas and Hermanos streets were developed in the late 40s. The wash was paved and Orange Grove Blvd was cut through sometime in the 1950s. After Field Elementary was built in the 50s, Fremont Elementary school was closed and what is now the PCC-CEC site became a continuation high school.
In the early 60s, what was left of the abandoned vineyard adjacent to the wash was leased out to a plant nursery.
In 1974 the 210 freeway was opened immediately to our south.
In the 1980s the abandoned continuation high school was taken over by PCC along with the southern portion of the nursery and the PCC Continuing Education Center was built. This has caused a lot of disruption to the southern portion of our neighborhood, particularly with students looking to park for free on shady streets.
In the early 90s, the light industrial development from the 50s in the large block to our east were emptied, they were demolished in 1996-97, and the large commercial development called Hastings Village (including Best Buy) was built. That has brought a whole lot more traffic and noise to the area.

What's happening now

The nursery that formed our western border for so many years was forced out completely in late 2005. The northern portion, south of Orange Grove, is now Viña Vieja Park, including a dog free-run area and a children's playground. To the south of that the city proposed a large ice rink complex in 2005.  That plan was finally killed about 2010.  Subsequentally, the City was working on a plan to move the dog park south and put youth soccer fields in its current location.  As of late 2015, that plan is now dormant.

Membership

East Eaton Wash Neighborhood Association is comprised of all adults over 18 residing in Pasadena from north of Foothill Blvd. to the south side of Orange Grove Blvd, and from Eaton Wash east to Sierra Madre Villa Ave. There are approximately 386 official residential units within this area.

Mission

The association mission is to help improve the quality of life in our neighborhood. It can do this by keeping residents informed of local developments and issues affecting the neighborhood, help us work together to safeguard and improve our neighborhood, and provide an avenue for organized feedback and input to the city.
