This new construction in the North End of Detroit has units for rent, but the owner refuses to complete the project.  The building has been there for two years with no improvements to the grounds.  I have no idea how it passes any Section 8 inspection.  The grounds are unkept, no mailboxes for the tenants, the parking lot is incomplete and when it rains the parking lot floods.
