This morning @5:30 when I was leaving my house, most of the recycle bins in my neighbor hood were either open, tipped over, or contents dumped on the ground.
A couple of weeks ago, as I was leaving a person on a bicycle was stopped at one of the recycle bins. I turned around and he took off fairly fast.
I believe we have a person doing identity thief possibly.

Mine has not been riffled, but that is probably only because of timing. If I had not turned around a couple of weeks ago, then I believe mine would have also been touched.
Do you have any suggestions for me. I am not concerned about anything I put in my recycle bin, but it would be nice to be able to alert the neighbors.
I also have not contacted the police as it is all supposition on my part.
