My opinion is because people are shut out, ignored, and embarrassed by the actions of the association.

You summed it up!!! I lapsed for a couple of years for the same reason. I have since decided I don't want to give in to a few power hungry individuals. I will keep on voicing my opinions until somebody comes to their senses.
