Regarding: City View Apartments 2301 Hudson.

The Oakland / Lancaster Urban Village and the Lancaster Corridor revitalization over all is depending upon this area and many others like it along Lancaster to get cleaned up and out.

If the increase in police calls for the month of May (29 ea) at the City View Apartments reflect what we are in for this summer, it's going to be a long one. Its time to hold the investors accountable.

Below (also attached) are the F.W. Police ''call facts'' for the City View Apartments at 2301 Hudson Street. The problem area that I have been working on within (WMNA) my neighborhood association boundaries.

Following are the ''Fort Worth Police Department Call Types and Signals'' from May 2006 to May 2007 there was 119 police involved situations associated with this property.
Now keep in mind, this is a very small apartment complex. only 36 units, assuming there are no vacancies. At the time there are only 33 units leased and 1 is the manager.

They are as follows

119 Police involvements with this property (avg 10 calls per month)

Now, even if you deduct the 49 calls flagged in red, although these calls still used many, many police hours and tax dollars for police to respond; it reduces the calls to 70. Which totals near 6 calls per month. Still a lot of calls and police hours for a very small complex. Wonder what goes on that doesn't get reported? One should inquire, None of these calls include Code Compliance violations. I am sure that there has been some.

If Walgreens, CVS, Dollar Tree, Carnival and other businesses along Lancaster and Oakland Blvd must spend their money to provide private security for our safety, I think its time City View starts providing their own security or pay us for using our tax dollars that is paying to maintain their business. Isn't there something that can be done?

I wanted to find out if it is common business practice for Pheng Investments to allow this type of behaviors elsewhere. I found out that Pheng Investments also owns an apartment complex in Everman. They are the Oakwood Terrace Apartments, 917 Coury Rd. Everman TX. 817-293-3983. I called the Everman police 817-293-2923 to inquire about Oakland Terrace's call record. There are 6 buildings with 18 units in each, a total of 108 units. The officer that I spoke with said that they do have a higher crime rate then the average residential area. He also stated that they have pretty good management and addresses the problems that come about in a timely manor. They are also section 8 apartments.

I believe the owners and managers of City View must get this property to become more neighborhood friendly. Also Hunter Green, the owner of the property should be notified about the properties history and if it doesn't demand change then the property owners, Hunters Green Inc. needs to be held accountable; along with City View. The city needs to place a fine on both Pheng Investments and Hunters Green Investments if change does not take place.

More important, Fort Worth and Tarrant County should make sure that neither affiliates be aloud to do any sort of business within our city (and or county) until they can provide a business that is an asset and is safe for our neighborhood and our city.
