Recently I attended an association meeting and one of the topics was safety and speeding in the neighborhoods. All of the Safety and slow driving is not going to help what common sense and discipline will. Someone is going to have to teach their children that if they Must walk or play in the street (there are sidewalks) that they must give way to traffic and not stand defiantly in the way until the last minute before moving (if at all). They also must be able to teach them the respect to not give glaring looks and sometimes jestures and remarks at traffic when they finally and begrudgingly give way.
We are doing our children and society a huge disservice by not teaching our children manners and common sense.

You Are Right

It starts at the home for these children to learn respect and common sense. Now if we were to bump into these children with our cars because they are just being mean and nasty then the parents will be wanting to fight you. You are helping their kids to be safe if you have to mention to them to get their tails out of the street!!!!
Ghetto Behavior

That kind of behavior really chaps my hide too Al. At some point you're probably going to need to address their parents. Depending on the circumstances and the age of the hooligans in the street, I would park my car immediately and find out where these wannabe ghetto-like brats live and personally address their parents. Assuming you're able to identify their homes, one of two things will happen: you'll see mom or dad put a foot in the kids' backsides or you'll find out where the kids get their ghetto demeanor. At any rate, you'll have a specific name and address of the offenders and then you can elevate the problem (if it persists) at the next HOA meeting or with the Clay County Sherrif's Office.

The incidents I've witnessed centered around a basketball hoop being in the street. THAT makes it easy to find out where the offenders live. Good luck with resolving this problem. My cul-de-sac had this problem until I got out of my car and approached the kids (I am big and can make a really scary face). Having a cell phone handy with the county cop (non-911) phone number stored might be useful too.
