BACKGROUND

Summer Meadows Subdivision originally consisted of 3 phases with about 159 homes. The developer was required to remove about 25 of the original lots from phase 2 to make room for a stormwater detention pond. This reduced the number of homes to 134. The advent of the detention pond, having not been pre-planned, forced the developer to begin on phase 3 after completion of phase 1. The Corps of Engineers finalized the details for phase 2's detention pond after final Plats had been approved by the city and entered into record for phases 1 and 3. A Homeowners Association was then created for phase 2. This would facilitate payment of maintenance and upkeep for the detention pond. Since phase 1 and 3's final plats had already been approved, recorded and homes sold in those phases, they could not be added to this newly created Homeowners Association. Recently a new landowner hired the original developer to develop adjoining property and add it to the association as a 4th phase. This phase brings with it 50 more homes increasing our subdivision total to 184 homes, with 97 of the homes in a perpetual Homeowners Association. The remaining 87 homes from phases 1 and 3 are currently without an association.

MOTIVATION

Recently several community homeowners voiced their concern as to the overall appearance of the neighborhood. There was a concern that if the issues were left unchecked that they would begin to negatively influence other homeowners and eventually, as incidences increased, devalue our properties.

FOCUS

We hope through the creation of a Homeowners Association, to build an aesthetically pleasing community that encourages internal participation in the maintenance, beautification, and social direction of our community

PURPOSE:

To maintain or increase home values in the Summer Meadows subdivision through active involvement in our community, targeted maintenance and renovation projects, and promotion of "neighborhood friendly" values.
