Hogan Road. GHANA vs COJ traffic Engineers. We have been working diligently on your behalf for a year now to establish a safe speed limit (30MPH), and posted load limits on this collector road for our neighborhood. Chief traffic Engineer, Fred Kyle, is comfortable with the fact that motorists average 42MPH in the 35MPH posted section of Hogan Road. He doesn't mind the semi's shaking houses and eating up the pavement on the edges of the roadway either. Well, Fred. It's OUR neighborhood you are dissing, and we care! We don't like being the victims of speeding, overweight, traffic light-dodging commuters.
