Gulf Meadows Civic Club

I brought up a problem to a Civic Club member about a shack that was built ..without a permit and is over my border line. Deed restriction does not allow any type of construction on the side of the residence. It was explained to me that it is allowed in your back yard but this shack still exist on the side of the house and on my property line. I gave a copy  of my property survey to the Club member and was told that the shack would eventually come down. It's been over four months and nothing is being done. What is my next step? I need results and help on this matter. I am not able to fix my fence without something being done about my property line being straightened out . What's next?
