Maybe you could answer a question for me? (thank you). The deed resrictions, who "enforces" them? Neighbors are in wrong on 3 sections of the deed.. # 10, # 13, # 15. AND, city law, which is the "backyard mechanic" issue. Anytime of day or night. There's no talking the issues out with them. Ive notified Gov 311 on some issues, no help. Any suggestions would be appreciated. As for people moving in & out, that's their bussiness, but we worry of break ins & vandelisim. But, all the noise from the garage & pool,etc is our concern.

I'll do the best I can to answer your questions.  Enforcing the deed restrictions can be done by any homeowner of this sub-division.  If you feel you need assistance, you can e-mail any of the neighborhood contacts on our website for help.  To my knowledge,#10,#13 & #15 are only deed restrictions, not city code.  A letter could be sent to the homeowner about these problems if you e-mail one of the neighborhood contacts with the pertinent information.  As far as the backyard mechanic goes, if they are doing this as a business, that is city code.  If they are only doing it for personal use/hobby, the only thing that I would think would come into play would be the noise factor.  The noise issue from the garage & pool would be a violation of city code in a residential area.  I'm sorry to hear that 311 has not helped you regarding these issues.  I did check on the city's website under code enforcement and found that we are in Zone 5 and the inspector's e-mail that is responsible for our area is listed right on there so you could e-mail him directly about the code violations since you got little to no response by contacting 311.  Hopefully, these issues can get resolved for you by following one of the suggestions.  I'm here to help if I can.
