MINUTES -2006 ANNUAL MEETING

MINUTES FOR THE HIGHLAND SUMMIT HOMEOWNERS ANNUAL MEETING ON JANUARY 19,2006


PRIOR TO THE START OF THE ANNUAL MEETING A PRESENTATION WAS MADE BY JIM KNAPP REGARDING THE CLEARWATER SEWER PROJECT. JIM HAS BEEN INVOLVED IN QUESTIONING THE PLAN AS PRESENTED AND HAS BEEN ABLE TO GET AUTHORITY TO ESTABLISH A CITIZEN OVERSIGHT AND ADVISORY BOARD. HIS MISSION AT THE MEETING WAS TO RECRUIT INTERESTED INDIVIDUALS TO SERVE ON THE BOARD AND TO BECOME INVOLVED IN THIS PROJECT THAT WILL EFFECT EVERYONES WATER AND SEWER BILLS IN THE FUTURE.

JIM OAKLEY OPENED THE MEETING AND THE FIRST ITEM WAS TO GET A REPORT OF ATTENDING HOMEOWNERS AND SIGNED PROXIES TO ESTABLISH A QUORUM FOR THE MEETING. A QUORUM WAS ESTABLISHED WITH A TOTAL 43 HOMEOWNERS EITHER IN ATTENDANCE OR BY PROXY.

JIM THEN REVIEWED THE HOMEOWNERS ASSOCIATION STRUCTURE , ITS RESPONSIBILITIES AND THE BOARD STRUCTURE AND THE BOARD’S RESPONSIBILITIES.

SINCE NO BOARD NOMINATIONS HAD BEEN RECEIVED BY MAIL THE FLOOR WAS OPENED TO NOMINATIONS. MARTIN WEBB VOLUNTEERED TO RUN FOR THE BOARD. THEN TOBY FEWKES AND ANGUS CLEMENTS WERE NOMINATED. VOTING FOR TWO(2) POSITIONS TOOK PLACE. OUTGOING BOARD MEMBERS WERE MIKE HANSLITS AND ANGUS CLEMENTS.

WHILE THE BALLOTS WERE COUNTED JIM OAKLEY REVIEWED THE FINANCIALS FOR THE HOMEOWNERS ASSOCIATION AND ALSO REVIEWED THE 2006 BUDGET. ONE QUESTION WAS RAISED REGARDING THE TIMING OF WHEN THE ASSESSMENTS WERE REQUIRED TO BE PAID. SOME DISCUSSION TOOK PLACE WITHOUT ANY CONCENSUS FOR A BETTER TIME TO PAY THE ASSESSMENTS. JIM SUGGESTED THAT IF A HOMEOWNER HAS A PROBLEM THAT THEY SHOULD CONTACT NORTHWEST COMMUNITY MANAGEMENT AND DISCUSS THIS WITH THEM SO THEN IT COULD BE REFERRED TO THE BOARD.

WHEN THE BALLOTS WERE COUNTED THE NEWLY ELECTED BOARD MEMBERS WERE MARTIN WEBB AND TOBY FEWKES. THEY ARE ELECTED FOR A PERIOD OF TWO(2) YEARS.

MR. BLAIR RAISED THE ISSUES REGARDING THE STREET TREES AND DAMAGE TO SIDEWALKS AND WATERPIPES.HE WOULD LIKE TO GET RID OF THE TREES . HE SAID THAT MANY OTHER HOMEOWNERS FELT THAT WAY. MIKE HANSLITS RESPONDED SAYING THAT THE BOARD HAD NOT BEEN PETITIONED BY HOMEOWNERS TO GET RID OF THE TREES. MIKE STATED THAT THE ISSUE WAS BEING STUDIED AND THAT THE NEW REGULATION WAS ISSUED TO GIVE A LITTLE MORE CLARITY TO THE CC & R’S. HOWEVER IT IS APPARENT THAT ORIGINAL CHOICE FOR TREES WAS NOT THE BEST CHOICE AND THAT BETTER OPTIONS ARE AVAILABLE AND THAT THE ISSUE SHOULD BE BROUGHT TO THE NEXT BOARD MEETING.
THE MEETING WAS ADJOURNED AT APPROXIMATELY 8:30 P. M.
