Why does Hillcrest have CC&R's if they are ignored and not enforced. Case in point. The complaints about additions that conform to the CC&R requirements are unfounded, yet if you drive down Deer Valley Road you can clearly see a solar water panel on a roof top. Inquires to Rossmar was that it was already in place when it was finally noticed. Additionally, if you drive down Hilcrest you can notice a six-foot antenna pole on top a two story home. The association should leave abiding residents alone, promptly approve projetcs that are legally submitted, and inforce the rules on those who don't think they apply to them. After the fact approvals for unsubmitted changes should be required to be removed regardless of the cost to the owner. It's their fault they think they are special.
