I just did some research into the "HOA" in my community and found it doesn't legally exist.  I emailed a lenghty letter to the association and of course am waiting for a response.  I'm having a very dificult time getting any answers from anyone in the government offices, but wanted to have some info in case they came back at me.  Is it even legal to create an HOA in an already established long ago rural neighborhood?  Would they have to get a majority support from the neighborhood to create a new association?  They don't even follow or enforce their own bylaws that are currently in place, which is why I questioned their existence in the first place, along with no attorney/real estate agent could verify their existence.  Do I have a right to let the rest of the community know they don't exist if I get no response in, say, 2-3 weeks?  What should I do if the association does nothing and tries to ignore me?
