There has been constant trouble with a few houses, with people making endless loud noise, partying, and THE COPS, when called, NEVER APPEAR. Just tonight at 9pm. there were shots fired - i ran out to see if they had shot my dog...There were about 22 people in and around 8907 Reamer - they were screaming and shouting in Spanish, that's where the shots came from....i called the cops....they never came.
SO: what constitutes a 911 call? I have been calling the non-emergency line.

Anyone have any ideas?
