I see this post is old, however what you are saying is still true today.  I've been asking myself a lot lately what is the point of Procomm?  I have complained many times about the neighbors and nothing has been done.  It does seem very apparent that the neighborhood is going downhill and they take the who cares attitude- as long as I get my payment. I told them that a computer could better do their job than they could, at least a computer would be more cost effective.
