Dear Kingwood Lake Residents,
The purpose of this letter is provide you with some helpful information and inform you about some current activities.
The Board of Directors of the Kingwood Lakes Community Association (?“KLCA?”) reminds everyone that Kingwood Lakes is a deed-restricted neighborhood governed by certain covenants that require adherence by every property owner. To preserve and improve the value of our properties and appeal of our neighborhood the full cooperation of every resident is needed in following the established guidelines and rules. Together we can protect and improve property values.
Monthly Property Inspections
Once a month third party inspections of all residential properties are conducted for deed restrictions. The inspections have improved adherence to deed restrictions. Residents can also help by reporting a possible deed restriction violation by calling Kingwood Association Management(KAM)at 281-358-1102.
Trash storage and removal
Waste Management (281-358-3124) on Mondays and Thursdays picks up trash at your back door.
Garbage containers should not be set out earlier than 6:00 p.m. of the day prior to pickup.
Garbage containers must be put away behind a fence or gate after collection on the same day.
Household waste, grass clippings, leaves and other similar waste should be packaged in containers such as lightweight plastic or metal cans and/or sturdy plastic garbage bags.
Branches and tree trimmings are required to be cut in lengths not exceeding four (4) feet, securely tied in bundles approximately 3-4 feet in diameter. This waste is to be placed with your other waste at the back door. You do not have to put this out at the curb.
Do not put any waste into the storm sewers.
Bulk items and white goods such as moving boxes, old furniture, washers, dryers, water heaters will be collected at the curb on Thursday of each week. If possible do not put these items out at the curb prior to 6:00 p.m. of the day prior to pickup.
Waste Management will pick up grass clippings and tree limbs on regular trash pick-up days. Waste Management will usually take up to 20-25 bags of yard waste per visit.
Lawn and Home Appearance
Every property owner is to maintain their yard and home in a manner consistent with community standards. The restrictions state, in part, the following.
Lawns must be kept in a neat and orderly fashion, including edging of all curbs, driveways and sidewalks, and weeding of flowerbeds and landscaped areas.
Boats, trailers, recreation vehicles or large trucks may not be parked on the street, nor where they may be viewed from the street. They must be inside the garage or behind a fence or gate.
All modifications to the exterior of a house, including water wells, additions, re-roofing, repainting (except same identical colors), etc. must have prior approval before any work can begin. Cutting down trees is forbidden under the deed restrictions unless you have approval from the Architectural Control Committee (ACC). Call KAM for an Improvement Approval Form if you do not have one. Be sure to complete this form and return it to KAM before beginning any exterior improvements or tree cutting.
Domestic Pets
Please, when walking your dog(s) you are required to keep them on a leash. Do not let them run around loose on the property of your neighbor or the common areas. Out of common courtesy clean up your pet?’s ?“droppings?” during your walk.

The number of dogs per household is limited to three (3)
The number of cats per household is limited to three (3)

Annual Assessment
KLCA operates on a fiscal year from July 1 until June 30 of the next year. The annual residential assessment for the year July 1, 2000 to June 30, 2001 is $425.00. The annual assessment is due in full July 1, 2000. After that date penalties and fees are assessed for each month the assessment is delinquent.
Recently, there has been some confusion about the annual assessment with new homeowners in Kingwood Lakes.
When purchasing a home in Kingwood Lakes the Title Company provides a closing date to Houston Management Service, who then returns a quote for the assessment fee from that date to June 30. The annual assessment fee charged at closing is not on a calendar year basis.
For example, if you bought a home February 1, 2000 your pro rated portion of the yearly assessment at closing was from February 1 to June 30, 2000.
For example, if you purchased a home May 15, 2000 your assessment was paid to June 30,2000.
