We really need to re-address what is proper yard decor and make sure that all members of this neiborhood understand what is acceptable and what is not. Any suggestions?

Maybe there could be a task group to focus on issues of this nature. You have to be specific when talking about something like this, we as a board did take that approach when the landscaping guidelines were established for lots with new homes.
