Traffic Control for 3rd Street

The volume of street traffic on 3rd Street has increased steadily during the past two years. Many drivers run stop signs or fail to make complete stops, creating a hazard for pedestrians and other motorists. In addition, traffic noise?—including booming stereos and exhaust-modified vehicles?—have made sleeping (and even just relaxing quietly at home) difficult for residents. The projected opening of the City Centre development in downtown Long Beach will only make the situation worse.
Though the police department periodically tickets these offenders, this action is taken only periodically and, thus, has but a temporary effect. So, the Bluff Heights Neighborhood Association is requesting that the City of Long Beach take the following actions to address this situation:
Install speed ''humps'' to slow traffic down?—a step taken in other cities in Southern California, both Los Angeles and Orange counties
Install signs prohibiting traffic from making left or right turns onto 3rd Street from Redondo during evening hours
Take other steps to encourage the use of the Broadway corridor for traffic flow. (This idea is heartily supported by businesses on Broadway; owners welcome the street traffic as a potential boon to their commercial enterprises.)
Work to create a solution for the severely limited street parking by creating appropriate ordinances.
