Is anyone else having problems with dumping of large items in alleys by nonresidents? What can we do about it?

Don't have dumping problems in the alley behind me, but I should think if the item sits there for a while, you could call the city to remove it without charge. I know you have to pay to have your own large items picked up, but ones dumped there by nonresidents should be picked up for free I would think! Have you tried calling the city for a FREE pickup?
