Every Tuesday, homeless scavengers descend on N. Tularosa Dr., shopping carts clattering with bottles and cans, to dig through our garbage and recycling bins and make off with all the cans and bottles we waste our time separating. Today, I counted six in two hours. I'm sick of it. Any warm and fuzzy suggestions, Mr. Garcetti?
