I have a neighbor who started boarding dog.   Over Christmas he/she had 25 dogs in his/her house and yard.  He/She claim it's for friends but most likely getting paid cash. The noise is bad just to pick-up your paper in the morning.  Bikers and walker would be attacked it was not for the fence.  The anamals are kept together, no kennels, no records as required by a real kennel.  Several got out and almost killed a Shelty dog. I fear this could have neem children.

I live in an area with land (1acre tracks) in Williamson County Texas.  The small HOA with little authority is resistent to do anything.   The noise is such that it's noticable inside the house. We do have restrictions for single family homes only.

1- What is the law for quantity of dogs?

2- What is the law for dog boarding?

3-What is the law for dog noise?

I need advice.
