Middletown Ordinances

Middletown has a few ordinances that we need to be aware of during the warm weather. They are regarding dogs, curfew (for youths and adults), abandoned vehicles, motorized skateboards, motorized scooters and pedal bicycles. Not only will observing these ordinances enhance the appearance and character of our community, it will instill a sense of respect for ourselves, our neighbors and our community.

Middletown Village Dogs, Abandoned Vehicles and Parking Issues

Dogs are wonderful "family" members yet their hygiene habits may leave something to be desired. It therefore becomes the responsibility of dog owners to attend to the hygiene of their pets. Middletown Code Article VII, Section 39-18; New Castle County Code Section 4-28, Par. (a), (b) & (c) and Delaware State Code Title 7, Section 1705, all refer to dogs and either their excrement or containment. In Middletown, if your dog poops -- you scoop. Dog owners are required to be equipped with "pooper scoopers," or the like, and corresponding poop disposal bags whenever walking their (law mandated) leashed dogs in Middletown. Middletown Village is fortunate to have several "pooper scooper bag dispensers," provided by one of our Civic Association's administrations, placed in various locations in our development. Abandoned vehicles are addressed by Middletown Code Chapter 163, Sections 1-15. Any vehicle that has been determined abandoned by the Middletown Police Department, shall be removed according to the terms of the notice affixed to the vehicle by law enforcement. Parking in Middletown Village is addressed in Middletown Ordinances, Section 108-2. No tractors or tractor trailers greater than 240" in length, over 84" in width, over 84" in height and with a weight over 5,000 pounds, are to park in Middletown residential areas. Though our deed restrictions prohibit commercial vans and trucks, with printing on them, from parking in Middletown Village, Mr. Ramunno conceded, during a community meeting, to waiver the enforcement of that restriction as a courtesy to the many homeowners who have such vehicles in our development.

Middletown Curfew and Youth Safety

Middletown's curfew applies to both youths and adults. Any youths under the age of seventeen (this means 16 + 364 or 365 days) must be inside or on their porches during the hours of 10:30 p.m. to 6:00 a.m. The adult curfew (Middletown Code Chapter 92, Article 1, Section 92-1) states that adults cannot congregate in or prowl (this means in motor vehicles also) the streets of Middletown during the hours of 1:00 a.m. to 6:00 a.m. As of April 1, 1996, anyone under the age of sixteen (16) must wear a helmet when riding a bicycle in Delaware; also, Delaware Code 21, Section 4198L, states that any guardian who fails to cause that guardian's child to wear a bicycle helmet shall be fined for the 1st offense $25 and $50 for each subsequent offense. Delaware also has laws regarding motorized skateboards and scooters. Delaware Code Title 21, Section 4198(a), states that motorized skateboards shall not be operated upon public highways, streets, sidewalks or right-of-ways located in Delaware.

Middletown Village Representation History

The Middletown Village Community and Child Watch Group extends a friendly hello to our new neighbors, who have just moved in, and to our community as a whole.

The Beginning

The Middletown Village Community and Child Watch Group actually began in March 1999 as one of two (2) organizations stemming from the Middletown Village Maintenance Corporation Civic Association Block and Child Watch (MVMCCAB&CW).

The Growth

It was during a meeting of MTV residents, to form a Block Watch in early 1999, with the help of New Castle County Police Department Officer Wayne Anderson, when the residents realized that there was also a need to have future homeowner representation. So it was then that the Middletown Village Maintenance Corporation Civic Association Block and Child Watch was founded by a group of volunteer Middletown Village residents who began meeting with the Middletown Village Maintenance Corporation in an effort to establish and maintain organized representation for both homeowners' needs of homeowner related issues and community safety. When the construction or our development is completed, to where the entire development is turned over to the town of Middletown, the functions and responsibilities of the Maintenance Corporation will become the responsibility of the town of Middletown thereby effectively ending the Maintenance Corporation leaving the Middletown Village Civic Association as the remaining MTV organized homeowners' representative and the Middletown Village Community and Child Watch Group as the remaining MTV community safety representative.
