Who is responsible for the strip of land between the homes on Emerson and the rental storage place in the corner plaza?
In the years we have lived here we know that people (mostly kids/teens) have walked, squeezed, crawled between the fences...which must have been extremely difficult given the oleanders that are there. It is nice not having an alleyway for people to walk behind houses at all hours - so we are grateful the path isn't easily accessible...
I ask partially because of the oleanders. No one maintains them so at times they push on our back fence and begin to push blocks loose...so we cut them back and haul off the branches. Are we allowed to completely remove the oleanders?
There is trash back there, and likely some roof rats or feral cats. They either live there or use it as a passage way. Sets our dogs off and some neighbors' dogs at times.
Just curious if this topic has come up before and if that land and its maintenance is the responsibility of the homeowners, the city, or the rental storage business...
Thanks.
