Milwaukee County Grounds SEWRPC Report
A Summary For Citizens

Why Was It Done?
In September 2002, County Executive Scott Walker asked Sewrpc to complete a review of the County Grounds floodwater basin project. He asked them to evaluate the effects of flooding on the community, if the County Grounds basin was not built. The evaluation was also to consider the impact of eliminating the County Grounds basin on EXSISTING and planned flood water management projects along the Menomonee River.

Here are the Basics of What Sewrpc Had to Say:
Regarding the Menomonee River projects:
''It should be noted that these ARE NOT stand alone projects. THey are intended to function together as a system, and there is a high defree of interrelation between them. Therefore, it should come as no surprise that the system will NOT function as intended if this component is eliminated.''
General Findings:
* The basin project will reduce the 100 year flood volume and elevation throughout the Menomonee River Watershed downstream of the project.
* Implementation of the complete Menomonee River flood management system would result in 175 buildings in Milwaukee and Wauwatosa no longer being in the floodplain.
* If the County Grounds project is NOT built, the planned and ALREADY CONSTRUCTED LEVEE/FLOODWALL SYSTEMS WILL HAVE INADEQUATE FREEBOARD FOR FLOOD PROTECTION.
(VPCA has learned that our levee/floodwall is already 3 inches short of adequate).
Over 100 properties would still have flood insurance requirements and be regulated as floodplain properties for zoning purposes. The planned and constructed levee/floodwall systems would provide some but NOT ENTIRE protection for these properties.
* If the County Grounds Basin is not built, resolution of flooding issues in the Menomonee Vally, including redevelopment sites and the Canal Street reconstruction and extension, will be more difficult. THe County Grounds Basin Project reduces out of Bank flooding in the Menomonee Valley.
* THe construction of new upstream detention basins would not eliminate the need for some floodwater detention at the County Grounds site. Detention at the new upstream sites would require purchase/demolition of exsisting homes and businesses.

Conclusions:
''Based on the foregoing findings, it is concluded that MMSD project components would NOT function to serve their intended purpose of providing relief from floods and officially removing properties from the 100 year floodplain if the County Grounds Basin is not included in the project.
(Valley Park/Piggsville this means us)
This finding is not surprising since the MMSD projects were designed to function as an integrated system. Furthermore, the residual flooding and related conditions are not considered acceptable, given that the recent effort by MMSD, which included extensive stakeholder and public involvement, identified a relatively complete solution.
What Happens Next??
The County Executive is planning a listening session to discuss this project.

It is very important that as many Valley Residents attend this as is possible!!!

Meeting

I think the media (tv stations and newspaper) should be made aware of this. What a scam. Spending millions of dollars and in return we get something that doesn't work correctly. Did they even take into consideration that the ground under the wall would settle after the construction from the weight of the cement?

They are not saying the project does not work correctly,
They are saying that if the Detention Ponds are not built on the County Grounds, over time all of us downriver, even if we have Flood Control mediation will more or less be screwed.
IF there is a matter of a few inches off due to new modeling it can be remedied by capping off the top of the exsisting wall.
I say go to the meeting and get the facts, see the presentation by Swrpc that night and then draw conclusions and take action if necessary.

About Meeting, Ponds, Flooding

Any of us who attended the many meetings held when this was all in the planning stages, know that Detention Ponds on the County Grounds were all part of the big picture. The County Executive at the time Tom Ament, I believe had given his blessing to them for the Detention Ponds, going into implemetation of the Valley Project. Then we had the County Boondoggle, Aments out, Walker is in, and everything can change now, a brand new political machine with a different point of view. Ament was far from a Saint in my bookm, but the reality of all this is that there is now a new political machine running the County. We now have a County Executive who if we remember correctly used to represent Wauwatosa and was or may still be very close to the fish and tree hugging crowd that so wanted this neighborhood to disappear after the '97 Flood so they could turn us into a pretty wetlands.

I say go to the meeting and see what's up.
VPCA, If we need to can we get a meeting after the March 6th one to talk and discuss??? Maybe get MMSD, SWRPC, County Exec. Walker, and others to come???
