I feel that would be a form of affirmative action, Which I'm against, Furthur more it is also more smoke and mirrors by you keiko, You not knowing if a quailified person has even applied for a job leaves your question baseless accusation of wrong doing. I believe you have to live in Wyandotte also, well the list of candidates drops damatically right there. Do you know of any that have been passed over that were qualified?
