Regardless of what Scott says, I believe the point of the law is not to "save" money, but to get scofflaws off the welfare rolls. Because this is voluntary, those who are on drugs will not wish to take the test and therefore not apply for welfare. Remember, they are paying for their own tests and only get reimbursed when the pass the test.
I believe the citizens of Florida will gladly pay to get the scumbags away from the trough.
I also predict that the final tally will be a net plus savings for Florida, not a cost.
