I believe the point of the law is not to "save" money, but to get scofflaws off the welfare rolls.

Because this is voluntary, those who are on drugs will not wish to take the test and therefore not apply for welfare.  Remember, they are paying for their own tests and only get reimbursed when the pass the test.

I would think that was all considered when the 5 ot 1 ratio was computed.
