I was having a conversation the other evening and the subject of economic development came up. (Yeah, I lead an exciting life.)  And someone asked what is the measure of economic development.  It made me think.  What is considered economic development?  Would a popcorn vendor on the riverfront be considered economic development?  So my question to you folks, how do you define economic development?  Does it have to be a lot of new retail or just helping and supporting the retail we have.  Is it bringing in more tourist dollars who leave their money here in Muscatine?  Would a brothel in downtown Muscatine be good economic development?  Hold on Nedl, that is just a hypothetical, put those $1.00 bills away.  I'm just curious what would you consider good economic development to be?
