77% said it was "an important factor" but not the most important.

Some said it the "most critical factor" but not 77%.

Those two statements together do not equal "77% said it was the most important factor".

No:  It doesn't use the words "some said".   You are fantasizing again.

How many said?   You don't know.   It doesn't say.   We only know it was some.   Maybe 2 people is all.   Maybe half.   Ther's no way of knowing so some is what we use.
