The top brass are appointed by politicians.   I still have friends in the Navy and I served in the Navy.  Yes the politically appointed top brass (in the obumbler era) are that stupid (really they are currying favor and will submit to the obumbler like the other hogs at the trough).

Are you saying these 5 carriers are not docked side by side at Norfolk?  And that that situation is not abnormal?  If so, you are wrong!

This was done in spite of protests by Fleet level officers.
