Could information gathering be accomplished on a local level? The answer is absolutely YES. Is it being done? Yes, it is in a different way. Unjustified search warrants being signed off by Judges and used for personal or political purposes in Muscatine? Yes. Perhaps, the simple statement. Muscatine residents don't care either way.
