When Hillary Clinton became the Secretary of State in 2009, she announced that the department would begin to perform regular performance reviews in the Quadrennial Diplomacy and Development Review (QDDR). Modeled after a similar Pentagon review process with which Clinton became familiar as a U.S. Senator, the first QDDR was completed in December, 2010.

On Tuesday, the Associated Press’ State Department reporter, Matt Lee, pressed Foggy Bottom Spokesperson Jennifer Psaki to define what “tangible achievement” that first QDDR was responsible for. Psaki appeared unable to provide him with one.

“Off the top of your head,” Lee asked, “can you identify one tangible achievement that the last QDDR resulted in?”

“Well Matt, obviously it’s an extensive, expansive process,” Psaki replied.

“So, no,” Lee interjected.

“We’re looking at how it was done last time,” the State Department spokeswoman continued.

“Just one,” the reporter probed.

“The Secretary wants it to be focused, it’s going to focus on a more narrow range of issues,” Psaki asserted. “It’s always to look at how we can improve things, and we’ll see where we come out in the end.”

Unsatisfied, Lee asked the original question once again. “I am certain that those who were here at the time who worked hard on that effort — could, could point out one,” Psaki concluded.
